The myth of a social security ‘lock-box’ has existed for many years now. Periodically, usually when Congress was arguing over the budget, tax cuts, increases and the like, Rush reminded everyone of the fact that social security, while being a guaranteed liability of the government, was really nothing more than a line item of the budget. There are no segregated funds. It all comes from the general fund and budget of the federal government.
